Abstract

Penelitian ini mengkaji strategi dunia maya Tiongkok untuk mengembangkan infrastruktur digital melalui kabel bawah laut di Indo-Pasifik di bawah kepemimpinan Xi Jinping. Penelitian kualitatif ini menggunakan kerangka teoretis realisme siber, yang mengacu pada gagasan keamanan siber dan kebijakan, untuk menganalisis makalah kebijakan, laporan resmi, dan literatur akademis, dengan tujuan untuk menjelaskan tujuan strategis Tiongkok dalam mengimplementasikan Digital Silk Road (DSR). Temuan menunjukkan bahwa Tiongkok sedang membangun jaringan kabel bawah laut untuk meningkatkan koneksi ekonomi, sekaligus melindungi titik-titik rawan data dan mengekspor prinsip-prinsip kedaulatan siber ke negara-negara sekutu. Menanggapi berbagai tuduhan ancaman siber terkait investasi kabel bawah lautnya, Tiongkok berupaya membantah klaim tersebut dengan menerapkan langkah-langkah pencegahan dan kolaborasi untuk inisiatif kabel bawah laut. Penelitian ini menganjurkan agar negara-negara regional meningkatkan kerangka peraturan mereka dan mendorong kerja sama dalam keamanan kabel bawah laut untuk mengurangi dominasi digital Tiongkok.
